Background
The first 2018 Ebola outbreak was declared on May 8 at Bikoro (100 km from Mbandaka and 600 km from Kinshasa), on the border with the Congo – Brazzaville. The area affected by the Ebola virus connects to the province of Kinshasa by water, land and air with a movement of about 1,000 people per day. The DRC Red Cross, supported by the members of the Movement of the Red Cross, in its strategy focused on:
- Strengthen the immediate response interventions in the affected area
- Expansion of activities of prevention and preparedness in affected areas and risk
- Coordinated response with the authorities
- Engaging affected people throughout the process
- Strengthening the capacity of the National Society to respond to outbreaks
The strategy is aligned with the calendar of the Ministry of Health and WHO. The SRC funded Ebola preparedness component in Kinshasa form part of the DRC RC urban disaster risk reduction project in Kinshasa and serves to prepare the community accordingly. The overall objective of the evaluation is to draw lessons learned for future operations, through assessing the relevance and effectiveness of preparedness activities for Ebola response in the urban context of Kinshasa by the provincial branch of the DRC RC. The sustainability of the preparedness activities will also be assessed to some extent, in terms of strengthening local capacity and ownership to effectively prepare and respond, as DRC is still affected and engaged to address the 10th Ebola epidemic.
Job summary
The Swedish Red Cross West and Central Africa team is looking for a French-speaking, communicative, analytical, skilled project evaluator to conduct a final evaluation of the Ebola Preparedness Response activities conducted as part of the Swedish Red Cross-funded Urban Disaster Risk Reduction Project in Kinshasa, DRC. If you have demonstrated experience in undertaking final project evaluations, sound knowledge about health emergencies/response interventions, including in particular Ebola epidemics, a proven track record of conducting inclusive evaluations (i.e. involvement of crises affected people taking into consideration gender and diversity issues), excellent written and spoken French, we’d love to hear from you.
Key duties and responsibilities
Key duties include but are not limited to:
- Inception report: The methodology will be detailed by the consultant in an inception report. The final inception report is required to demonstrate a clear understanding and realistic workplan for the evaluation. The inception report includes the evaluation questions and explains how data will be collected. It also elaborates a plan with identified deliverables (incl report), the data collection tools, and travel and logistical arrangements for the evaluation
- Desk review of secondary data
Collection of primary data, including: a household survey in the two targeted health zones to explore knowledge, attitudes and practices in regards to Ebola in the communities. The evaluation will include preparing and using appropriately designed questionnaires to extract information from women and men in the targeted health zones. The consultant should furthermore use qualitative approaches, such as Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs), as well as participatory exercises and approaches
Triangulation of information gathered during the quantitative and qualitative research is crucial in the evaluation, with reflection on how the findings relate to the secondary documentation
The evaluation will result in a written report in French, describing the methods and limitations, findings, conclusions, lessons learned, and a reasonable number of recommendations
Qualifications and skills

Required qualifications
- Relevant higher education
- Minimum 5 years working experience with evaluations in humanitarian settings
- Demonstrated experience in planning and undertaking final project evaluations
- Proven track record of conducting quantitative qualitative research and data analysis
- Proven track record of conducting evaluations with high involvement of crises affected people
- Proven track record of conducting evaluations taking into consideration gender and diversity issues
- Sound knowledge about health emergencies, including Ebola epidemic
- Experience from working in high risk environments, including relevant security training
- Excellent written and spoken French skills, as well as English
Desired experience/knowledge
- Experience working in the Central Africa strongly preferred
- Knowledge and experience working with the Red Cross Red Crescent Movement preferred
Personal competencies
- Strong interpersonal skills and team oriented
- Excellent communication skills, both written and oral
- Demonstrated capacity to work both independently and as part of a team.
- Ability to handle high workloads and stressful circumstances

Time frame and desired starting date: The project is expected to require 25 days of full-time work with starting date at 10th December 2018. It will not extend beyond 31st January 2019.
Place of assignment: Kinshasa, DRC with home-based desk study. The job will require extensive field work in the communities in Kinshasa Province. Closing date for applications: 19 November 2018.
