Background
Oxfam GB has been present in the Democratic Republic of Congo for many years. Despite being divided by war, the programme is managed as one from Kinshasa with a coordination office in Goma and project sites in various locations throughout the country where there is an emergency response.
Oxfam GB is one of the few NGOs who have bases in several parts of the country and emergency response is managed from a coordination base in Goma. This has put Oxfam in a unique position of having consolidated information on the scale and degree of suffering as well as national analysis of the situation. This has helped considerably in Oxfam’s emergency response option in DRC since emergency response is more concentrated in east DRC.
The coordination office in Goma has a support and coordination function to the program offices. Key senior management posts based in Goma include the Humanitarian Programme Manager, the EAST Programme Manager, the East Finance Manager, the East Human Resources Manager, the East Logistics Coordinator and the Roving Logistics Manager for humanitarian response. Field offices are headed by Field Managers who act as part of the Humanitarian programme management team.
Oxfam GB has a global focus on improving financial management. The size of the emergency response budget calls for a Finance Manager to ensure maintenance and improvement of the financial management capacity in the teams and throughout the programme. The Humanitarian Finance Manager will focus on financial and donor management for Humanitarian Programmes.
Position
The Humanitarian Finance Manager position is a Strategic Role and the Humanitarian Finance manager will Manage a team and/or resources for defined areas of responsibility; will Control day-to-day operational activity; contribute to targets and strategies within the team; will Interpret financial information and provides advice to Humanitarian Programmes Manager and Field Managers; will manage and/or contribute to project work; will produce reviewed procedures; will influence managers to work differently / adopt procedures. And the role requires the ability to analyse and communicate complex information at a simpler level to non-finance staff.
Who are we looking for?
Oxfam DRC is looking for a self assured experienced Finance Manager who wants to contribute to the humanitarian programme,
the person should have : A relevant degree from a recognised university in finance or accounting; Extensive experience in finance and accounting in international relief / development organisations, preferably with hands-on NGO work; Excellent knowledge of and experience in reporting requirements for major donors e.g. DFID, EU, UN agencies and ECHO; Good knowledge of programme budgeting and implementation and monitoring procedures; Proficiency in MS Windows and MS Excel. Experience in Lotus Notes and Peoplesoft is desirable; Ability to work under pressure and prioritise workload effectively; High level of integrity and sense of confidentiality; Fluency in French is desirable, Swahili and English and working knowledge of English essential; Substantial experience capacity building both finance and non-financial staff in correct use of financial systems and procedures; Proven successful experience of training and coaching national (finance) staff; Commitment to Oxfam goals and aims.
