NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responses to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security & livelihoods, ICLA to provide legal assistance to individuals while building capacity of local commissions, state and customary authorities. Shelter and WASH activities are undertaken in support of the above three areas of intervention to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.
The Head of Support reports to the Country Director.
Job description
- Line management for support functions such as Finance Manager, HR & Admin Coordinator and Logistics Manager (incl. ICT)
- Member of the Country Management Group (CMG)
- Compliance with and adherence to NRC policies, guidance, handbooks and donor/auditor requirements
- Facilitate the support functions strategic input to the development of the Country Strategy and Plan of Action
- Provide input on operational support in proposal development
- Coordinate and align operational support with programme plans
- Responsible for ensuring quality support to project implementation.
- Facilitate the Master Support Budget, country level budgets and BPO development, including assess, monitor costs and resource allocation needs
- Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation
- Responsible for development of new country specific technical SOPs, guidelines and tools
- Responsible for organisational learning related to programme support
- Responsible for technical capacity building of support staff e.g.training staff on NRC’s policies (lg handbook, etc.)
Qualifications
- Minimum 4 years experience from a senior management position in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- Allocation of resources and costs expertise
- Documented results related to the position’s responsibilities
- Strong HR background will be required
- Fluency in French and English, both written and verbal
- Experience from DR Congo and/ or the region, an advantage
- Valid driver’s license

We offer
- Contract period: 12 months

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Duty station: Goma,, with 25% travel to the field locations. This is a non-family posting.Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
