Chemonics seeks a geographic information system consultant for the USAID ACCELERE project. USAID, in collaboration with the U.K. Department for International Development, will implement this primary education initiative to improve equitable access to education and learning outcomes for girls and boys in the Democratic Republic of the Congo (DRC). This contract will support education service delivery in at least 25 education sub-provinces across four target provinces (Katanga, Kasaï Occidental, Kasaï Oriental, and Equateur), including in government schools and those administered by religious networks, which are recognized by the DRC government. Efforts to support educational access for out-of-school youth through accelerated learning programs will include the above target provinces, as well as South Kivu and North Kivu. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities:
- Travel as required to the DRC to work with the M&E team on the GIS component of the ACCELERE Project
- Collaborate remotely with the Monitoring and Evaluation (M&E) team on GIS tasks and specific fieldwork to ensure a working school map for monitoring ACCELERE interventions
- Produce thematic maps to make data actionable, facilitating decision making and recommendations for project monitoring and evaluation in collaboration with the home- office monitoring, evaluation, and learning staff and graphic designers
- Review availability of base maps and data sources to extend data acquisition and conversion process in support of ACCELERE's ChemResults platform use, data analysis, and reporting
- Collaborate with the M&E team to evaluate geographical data including coordinate systems, longitude, and latitude gathered from mobile data collection tools. Use data analysis tools and other online open source applications to analyze data
- Facilitate the project's ability to convert various digital/hard copy data to GIS software and ChemResults
- Cross check data collected in the field, to ensure accurate linkages and reliability between spatial databases and assessment data from tablet tools
- Support ACCELERE organizational goals, database management, data modeling, and reporting of impact against targets
- Recommend follow-up activities and procurement to support ACCELERE GIS use (staff training, software, hardware etc.)
Qualifications:
- Bachelor's in information system management, computer science, or equivalent
- Experience using data analysis and thematic mapping in a GIS platform
- At least 3 - 5 years of experience with GIS for the social sector, preferably in the international development arena
- Advanced skills with GIS software packages such as ArcGIS, OpenGIS, or similar open source tools linked to Google Earth
- Knowledge of analytical software packages (R, SPSS, Stata, Tableau, etc.) desired
- Familiarity with spatial analysis techniques, possibly including network and raster modeling
- Familiarity with USAID, World Bank, or other donor and governmental requirements
- Solid understanding of GIS concepts, principles, and practices
- Excellent knowledge in design of integrated and online databases
- Demonstrated leadership, versatility, and integrity
- Fluency in English required
