Overview
The World Resources Institute (WRI) seeks a full-time Human Resources Specialist to support its growing forest program across Central Africa, to be based in WRI’s regional office in Kinshasa, DRC.
As a newly created position within WRI’s Central Africa Forest Team, the HR Specialist will be responsible for leading the development and implementation of a comprehensive HR support process for staff based across the region. The successful candidate is expected to be able to operational from day 1, taking ownership of processes such as: staff recruitment, contracting, evaluations, career development support, ensuring conformity with local labor laws and development and communication of HR policies for a team of around 30 staff. The HR Specialist will be a key member of WRI’s Central Africa Forest Team and will report to the Central Africa Regional Coordinator, while working closely with the entire team spread across Central Africa. This position will also work closely with the International HR partner in Washington, DC to coordinate HR services.

Responsibilities
In conjunction with the Washington D.C. based WRI HR Team:
HR Policies and Procedures
- Lead completion of HR policy manual for Central Africa.
- Oversee implementation of HR policy manual.
- Provide guidance on any matters/disputes related to the interpretation of the provisions of the HR policy manual.
- Identify opportunities for improvement in the HR manual and keep management updated on labor related legislation and practices.
- Conduct new employee orientation and train employees on HR policies and procedures.
Employee Relations
- Provide guidance and assist in issues relating to employee complaints and/or concerns.
- Serve as first person of contact regarding HR related matters by WRI’s Central Africa staff.
- Provide guidance in dispute resolution and grievance procedures.
- Review employee appeals through the WRI’s Kinshasa complaint procedure.
Performance Reviews
- In partnership with management, oversee the implementation of the staff performance management process.
- Identify opportunities for improvement of staff performance review process.
Salary/remuneration structure
- Ensure the implementation of the remuneration policy and ensure compliance with legislation.
- Ensure remuneration levels are aligned to sector practices.
Employment/Terminations
- Assist managers to meet human resources requirements by identifying, reviewing, and advising on tasks related to recruitment process and employment.
- Coordinate and participate as a selection panel member in the HR recruitment process.
- Undertaking quality checks of selection and recruitment processes and liaising with management to ensure effective meeting of guidelines and standards.
- Conduct and provide guidance in termination processes including exit interviews.
- Provide guidance to ensure that all recruitment and termination processes are performed in accordance to relevant legislation.
- Assist with staff contracts.
- Assist with job description reviews.
Qualifications
Education & Experience
- At least 4 years overall experience as an HR Generalist, with a focus on employee relations plus one or more additional core areas of HR.
- Graduate degree in human resources, administration or other relevant field.
- Specialized certification for Human Resources Related area preferred.
Skills & Qualifications
- Strong computer skills (especially excel spreadsheets, MS Word, PowerPoint).
- Accuracy with detail and numbers.
- Excellent organizational skills.
- Able to juggle multiple tasks, set priorities, and work independently.
- Ability to use discretion in handling confidential information.
- Customer service orientation and strong interpersonal skills.
- Ability to write in an organized, clear, and articulate manner in French, with working proficiency in English.
- Familiarity with national labor laws in at least one country in Central Africa, DRC preferred.
- Ability to communicate clearly and compellingly to a wide range of audiences.
- Ability to adapt to rapidly changing priorities and to manage multiple projects with varying deadlines.
- Results focused, works effectively both independently and within a team environment, as well as the ability to work well under pressure.

- Occasional international travel may be required.
