NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately USD 20 million. The DR Congo operation responses to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security & livelihoods, ICLA to provide legal assistance to individuals while building capacity of local commissions, state and customary authorities (with a strong focus on housing, land and property (HLP) and access to civic documentation). Shelter and WASH activities are undertaken in support of the above three areas of intervention to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.
The Area Manager reports to the Country Director.
Job description
- Overall management of the Core Competencies activities, field offices and staff in Bèni, including the Area Management Team (AMT)
- Development and execution of the strategy for the area
- Adherence to NRC policies and donor requirements
- Emergency response capacity in the area
- Safety and security of staff
- Identify, initiate and follow up on advocacy initiatives
- External representation, coordination and relationship building
- Responsible for shared resource allocation
- Implementation of policies and procedures
- Personnel management
- Learning, training and development of staff
- Project implementation, quality control and delivery according to deadlines
- Support colleagues and work towards creating a healthy, positive and creative work environment
Qualifications
- Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts, emergency context an asset
- Previous experience on support (log, finance, admin)
- Documented results related to the position’s responsibilities
- Fluency in Frenach and English, both written and verbal
- Knowledge of the political situation in DR Congo, East DRC in particular an asset
- Proven skills and experience in report writing
- Expertise within one of NRC’s core activities is an asset
- Knowledge of UN system, experience with field level coordination with UN organizations, INGOs, Donors and authorities

We offer
- Contract period: 24 months

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Duty station: Béni, North Kivu, with 30 % travel to the field locations. This is a non-family posting.Travel outside Béni is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
