Democratic Republic of the Congo: Assistant Administrator, CARPE

This position will support the Chief of Party (COP) of the USAID funding to WCS landscapes under the Central Africa Forest Ecosystems Conservation (CAFEC) and Strengthening Central Africa Environmental Monitoring and Policy Support (SCAEMPS) projects of the Central Africa Regional Program for the Environment (CARPE), particularly for the sound administration and tracking of grant implementation. The goal of CAFEC is to maintain the ecological integrity of the humid forest ecosystems of the Congo Basin through sustainable management of forests and reduction of threats to biodiversity. WCS work under this program focuses on seven landscapes in the Democratic Republic of the Congo (DRC) and the Republic of Congo (RoC). Funds are managed as eight separate grants, including the SCAEMPS project. The Assistant Administrator position is based in Kinshasa, Democratic Republic of the Congo with travel to RoC. WCS implements CAFEC and SCAEMPS in partnership with various national and international governmental and non-governmental organizations, and agencies. The Assistant Administrator reports to the WCS CARPE COP and works closely with the WCS DRC and RoC Country Program Directors, Finance Managers, and CARPE Landscape Leaders.

The duties of the CARPE Assistant Administrator will include:
• Under the COP’s leadership, helping to ensure compliance with USAID financial and administrative procedures and contractual obligations (including procurement, contractual services, agreements etc.) for WCS and subgrantee partners
• Coordinating the administration and tracking of subgrant agreements with implementing partners
• Preparing summaries of grant requests to COP for timely submission
• Working closely with the CARPE COP, Country Program Directors, Finance Managers and Landscape Leaders to update and review annual budgets
• Ensuring proper booking and tracking of revenue with each USAID obligation
• Coordinating the preparation and review of quarterly and annual financial reports
• Tracking expenditure against budget and burn rate for the different project allocations via a monthly analysis and report to the CARPE COP, Country Program Directors, Finance Managers and Landscape Leaders
• Assisting the CARPE COP with the preparation of meetings, documents, reporting requirements, and scheduling with Landscape Leaders and USAID partners
• Coordinating audit requests and compliance

Requirements for the position include:

• Bachelor or Masters degree in non-profit management, finance, business administration, or related field.
• Minimum of 3 years' experience in financial management, including budget development, tracking, and reporting.
• Meticulous attention to detail and commitment to quality required.
• Excellent organization and communications skills, including writing and editing and ability to meet tight deadlines
• Computer literacy in Microsoft Word and advanced skills in Microsoft Excel required, coupled with a proven ability to learn other systems. Experience working with SAP preferred.
• Spoken and written fluency in English and (at a minimum) an intermediate level of French required.
• Proven ability to work with national and local organizations.
• Experience working in a developing country setting.
