Social Impact (SI) is a Washington, DC-area international development management consulting firm. Proposal Objective:

SI is preparing a proposal for the DFID-funded Decision Support Unit Programme, whose goal is to provide DFID with impartial verification of the results reported by their DRC’s Private Sector Development programme, composed of three main components (Market Development; Business Environment Reform; and Access to Finance). This will be in the form of six monthly results verification reports, as well as delivering mid and annual reviews, annual reviews of the “problematique”/constraints to private sector development in DRC, and a mid-term and final evaluation. The Decision Support Unit will also play a learning function in collating lessons learnt and some best practice examples for wider dissemination. This learning function will serve both DFID (DRC and more widely) as well as the broader development community working in the field of economic development. The program operates in six focus provinces of the DRC: Kinshasa, North Kivu, South Kivu, Katanga, Kasai Oriental and Equateur provinces.

The period of performance is seven years (June 2016-June 2023), with potential for three option years. There will be a two-year break from 2019-2020, when the Market Development and Business Environment projects will end.

Position Description:

SI is seeking a Local Quantitative M&E Specialist consultant to provide quantitative data collection and analysis technical support to the DSU Programme in DRC.

Responsibilities:

  • Develop evaluation methodologies and data collection instruments as well as sampling methodologies, and spearhead quantitative data collection.
  • Collect and manage quantitative data including designing and piloting data collection tools and sampling methods.
  • Train enumerators to collect quantitative data, as necessary.
  • Analyze and summarize quantitative data using STATA or other quantitative analysis software. This will include analysis of descriptive as well as inferential statistics and use of advanced regression, propensity score matching, and means comparison techniques.
  • Maintain database and filing system.
  • Develop findings, conclusions and recommendations based on evidence.
  • Write significant report sections, under deadline, that meet with SI and DfID’s rigorous quality standards.
  • Present quantitative data in presentations to key stakeholders, as required.

Qualifications:

  • Related Master’s degree and 12 years of relevant experience in M&E and/or technical advising in private sector development programming, (or, Ph.D. and eight years).
  • At least five years of experience designing and implementing quantitative data collection and analysis and survey design (including sampling) for M&E activities such as verification/monitoring, evaluations and/or assessments.
  • Expertise in economic development and private sector development interventions.
  • Familiarity with DFID project cycle, policies, regulations, and monitoring and evaluation methodologies and reporting requirements.
  • Fluency in English; French language proficiency (oral and written).
  • Ability and willingness to travel throughout the DRC.
