Social Impact (SI) is a Washington, DC-area international development management consulting firm. Proposal Objective:

SI is preparing a proposal for the DFID-funded Decision Support Unit Programme, whose goal is to provide DFID with impartial verification of the results reported by their DRC’s Private Sector Development programme, composed of three main components (Market Development; Business Environment Reform; and Access to Finance). This will be in the form of six monthly results verification reports, as well as delivering mid and annual reviews, annual reviews of the “problematique”/constraints to private sector development in DRC, and a mid-term and final evaluation. The Decision Support Unit will also play a learning function in collating lessons learnt and some best practice examples for wider dissemination. This learning function will serve both DFID (DRC and more widely) as well as the broader development community working in the field of economic development. The program operates in six focus provinces of the DRC: Kinshasa, North Kivu, South Kivu, Katanga, Kasai Oriental and Equateur provinces.

The period of performance is seven years (June 2016-June 2023), with potential for three option years. There will be a two-year break from 2019-2020, when the Market Development and Business Environment projects will end.

Position Description:

SI is seeking a Team Leader consultant to oversee the technical and managerial responsibilities for this Unit. S/he will provide technical leadership, quality assurance and oversight of all activities: verification, evaluations, monitoring and reviews, ensuring consistency across the team members over the seven-year period of performance.

Responsibilities:

  • Provide leadership, consistency and quality assurance to project teams throughout the activity.
  • Provide technical expertise in economic development and private sector development.
  • Lead the development of all deliverables including the inception report with full design plan for the DSU, the six monthly and annual reviews as well as the design and implementation of the evaluations.
  • Lead the development of and piloting of data collection instruments.
  • Coordinate and lead qualitative and quantitative data collection activities in the field.
  • Coordinate, participate in, and oversee analysis of both qualitative and quantitative data.
  • Consolidate technical input from team members and ensure that deliverables are met in a timely manner.
  • Coordinate process of assembling the lessons learned, findings, conclusions, and recommendations in the evaluation reports.
  • Assist in collating best practices and lessons learned from each activity as related to economic development in the DRC, and advise DFID DRC as appropriate
  • Respond to report comments from both SI headquarters and DFID.
  • Lead the preparation and presentation of findings, conclusions and recommendations to DFID DRC.

Qualifications:

  • Master’s degree and at least 12 years of relevant experience in M&E and/or technical advising in private sector development programming, (or, Ph.D. and eight years).
  • Demonstrated M&E technical skills including data collection and verification, annual and mid reviews, rigorous mid and final evaluation designs/methodologies, qualitative and quantitative data analysis, sector assessments.
  • Expertise in economic development and private sector development interventions, with an understanding of cross-cutting issues such as gender.
  • Prior experience working in the DRC, and understanding of the DRC country context.
  • Familiarity with DFID project cycle, policies, regulations, and monitoring and evaluation methodologies and reporting requirements.
  • Strong understanding of DFID’s Value for Money (VfM) concept and ability to develop VfM metrics.
  • Fluency in English; French language proficiency (oral and written).
  • Ability and willingness to travel throughout the DRC.
