Overview of the position:

  • Responsible for the overall management & oversight of all fleet management & workshop activities for the truck fleet & coordinate fleet operations in accordance to the procedures, normative guidelines & business rules as set by client.

Role objective:

Under the general supervision of the Head of Logistics & in coordination with all fleet staff, the incumbent shall perform the following duties:

  • Manage the arrival of the new a trucks & dispatch them to the different sub offices as needed.
  • Manage & monitor the performance of the trucks & trailers to achieve maximum utilization, vehicle routing & scheduling for the timely deliveries of both food & non food items for operational needs.
  • Directly manage WFP staff, Workshop Managers, Drivers & Convoy Leaders to ensure that they report on time & work efficiently.
  • Manage & ensure that all reports & information as required by the organisation are produced promptly on a timely basis. Additionally, analyse information & quality of report prior to distribution.
  • Ensure that the Fleet Management System (FleetWave) is implemented in accordance with WFP fleet management rules.
  • Ensure that workshop staff forecasts & requisitions spare parts. Preparation of orders for spare parts, tools, tires & materials required for the operation & submit these requests for the approval.
  • Ensure that workshop staff manages POL (Petroleum, Oil & Lubricants) & ensure that the quality/quantities of the supply of fuel & lubricants are in accordance to standards set.
  • Ensure that all repairs & maintenance performed by WFP/external workshops to vehicles/machinery are in accordance with the required standards established to achieve maximum reliability with minimum downtime & quality workshop management maintained.
  • Establish the necessary resources to match the overall operational requirements & monitor trends upwards or downwards & adjust resources accordingly to match these trends.
  • Implement best practices established & ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.
  • Ensure that all administrative requirements for trucks & Drivers are maintained & valid thus making sure that the renewals of all contracts, insurance policies are done on a timely basis.
  • Ensure that minimum Health & Safety requirements are met in full, together with considerations for environmental needs.
  • Continuously collect & collate valuable data or information relating to improvements required for standardization & development purposes for fleet management & communicate this information to other staff in fleet.
  • Share experiences gained with other staff members & strive towards creating good team building & harmonious atmosphere.
  • Demand for services should be matched to resources available.
  • Institute proper systems of inventory, storage & ordering of spare parts, fuel & lubricants.
  • Plan & introduce Preventative Maintenance (PM) systems.
  • Monitor, control & report on the utilization of all supplies for the trucking fleet.
  • Provide technical advice on trucks & other related transport matters.
  • Prepare monthly reports on the truck fleet’s operating costs.
  • Prepare the WFP trucks for fleet operation for under field conditions in difficult accessible areas.
  • Ensure that other personnel like FMS, Storekeeper, Mechanics & Drivers are trained & that their professions capacity is being brought to a standard suitable for the project.
  • Travel occasionally, as required by the assignment.
  • Perform any other duties as requested by immediate Supervisor.

Project reporting:

  • This role reports to the Head of Logistics.

Team Management:

  • Directly manages Workshop Managers, Drivers & Convoy Leaders.

Education:

  • Diploma in Post-Secondary Studies, Preferably Technical Studies (e.g. General Mechanics, Logistics).

Work experience:

  • Minimum of 3 years of demonstrable relevant Fleet Management experience.

Geographical experience:

  • Minimum of 5 years of experience in Africa (essential).

Languages:

  • Fluency in English and French are essential.**Key competencies:**

  • Strong knowledge of fleet management system.

  • Strong experience in managing truck fleets & workshops.

  • International experience in working with advanced fleet management systems & supply chain systems.

  • Proficiency in MS Office (Word, Excel) & knowledge of transport tracking system.

  • Highly numerate with an innate ability to analyse & interpret data quickly & recommend improvements.

  • Strong analytical abilities, quantitative & qualitative, able to leverage analytical skills in Excel.

Other relevant information:

  • Working knowledge (proficiency/Level C) of English and French is required.
