Overall purpose of the role:
DRC’s DR Congo mission is seeking to recruit a motivated, enthusiastic and skilled Grants Management Officer to join its Grants/MEAL department based in Goma (North Kivu). The role’s main objectives entail: coordinating timely drafting, editing, and quality control of donor reports; liaising with the MEAL team to guarantee quality of data, programme compliance and accountability; following and setting up an efficient information management system for communication, advocacy and auditing purposes.
The Grants Management Officer will provide direct support to the Programme Development and Quality Manager (PDQM) and will assist other programme staff in terms of reporting, grants and information management.
Responsibilities:
The Grants Management Officer, under the supervision of the PDQM and in close collaboration with the MEAL Coordinator and supporting staff, will be expected to substantially contribute to:
Grants Management
- Coordinate the timely drafting of donor reports with programme staff and collection of relevant data with the MEAL team
- Ensure the quality, relevance and compliance of the reports submitted to donors and partners
- Oversee the editing and revision of MEAL deliverables (such as endline evaluation reports) in collaboration with the MEAL Coordinator
- Improve, update and share the reporting tools regularly
- Support staff capacity building in terms of reporting, data collection, quality and compliance
- Manage follow-up of contractual and official information and correspondence for grants
- Ensure regular updating of DRC’s grants management tool (via DRC Dynamics)
- Assist the PDQM in ensuring concept note and proposal workflows and deadlines are followed by programme teams
- Support the PDQM in the revision and editing of concept notes and proposals
- Contribute to collecting and centralising information on new funding opportunities, calls for proposals and donor guidelines
- Produce and update a donor mapping
- Participate in the organisation of kick-off and closure meetings for each project
- Facilitate regular tracking of project implementation, achievements and lessons learned (activities, indicators, impact)
Information management
- Manage the archiving of contractual and operational documents from different departments in line with DRC’s procedures and donors’ auditing requirements
- Support the MEAL team in documenting and sharing “lessons learned” from the programmes
- Collaborate with the MEAL Coordinator and programme teams to implement and streamline accountability mechanisms and CHS Standards throughout the mission
- Assist the MEAL Coordinator and CoC focal point in training staff on CHS Standards and accountability mechanisms
- Oversee that reports and documentation shared to external sources comply with DRC’s communication standards
- Contribute to information sourcing and research to support communication and advocacy efforts
- Enhance the visibility of DRC’s programmes through information sharing (OCHA, INGO forum and other humanitarian coordination instances)
- Collect and share external partner reports (Clusters, NGOs etc.) to the teams
- Ensure minute-taking and sharing for internal and external meetings
- Design and train teams on an information management system

Qualifications
Essential
- Master’s degree in international development studies, international relations, human rights, law, anthropology or a related field involving research and/or a fieldwork component
- At least 1 year of professional experience with an NGO (preferably international) in a similar role
- At least 3 months’ experience living abroad in a developing country
- Solid understanding of the project management cycle, MEAL mechanisms and funding processes
- Very good knowledge of major donors (EU, UN agencies, etc.)
- Excellent writing, proof-reading and communication skills
- Excellent organisational and multi-tasking skills
- Strong ability to adapt, take initiative and work in a multicultural environment
Desirable qualifications:
- Very good data analysis and research skills
- Experience working in protection and emergency sectors
- Awareness and willingness to work in a volatile context
- Advanced practical knowledge Microsoft Office Pack (Excel, Word, Powerpoint, Outlook etc.)
- Basic practical knowledge of graphic design software (InDesign, Scribus, Photoshop etc.)
Languages
- Fluent in French and English
Conditions
Availability: February 2019
Duty station: Goma (North Kivu)
Duration: 6 months, renewable subject to performance and funding.
Contract: Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.ngo under Vacancies). This position is graded as employment band H.
