We are looking for an Education Specialist to join our DRC team.
NRC has been present in DR Congo since 2001 and currently runs operations in the Provinces of North & South Kivu, Province Orientale and Kasai and Tanganyika Province with offices in Goma, Bukavu, Beni, Bunia, Kananga and Kalemie. The programme has an annual turnover of approximately NOK 308M. The DR Congo operation responds to populations affected by conflict and displacement. We reached around 700.000 beneficiaries with education, food security, ICLA, WASH/shelter and Rapid Response Mechanism projects.
The purpose of the Education Specialist position is technical development of the Education programme, strategic direction and quality assurance, the Education strategy and quality control. The Education Specialist is responsible for mentoring, training and building capacity of staff on Education technical capacity.
The Education Specialist reports to the Head of Programme.
Job description
- Develop Education strategy, technical guidance and Macro LFA
- Compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
- Identify trends technical standards and donor priorities
- Follow up on compliance with contractual commitments within Education, ensure high technical quality and synergies in project implementation
- Provide technical direction and project implementation support
- Ensure that key learnings are extracted from Education implementation, and incorporate them in the Education programme and staff development processes
- Provide systematic training and build capacity of technical staff
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Qualifications
- Minimum 4 years of experience within technical expertise area in a humanitarian / recovery context
- Experience from working in complex and volatile contexts
- Core competency expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in French and English, both written and verbal
- Valid driver’s license
- Experience working in Eastern Democratic Republic of Congo (DRC) is preferred
- Knowledge of the context in DRC
- Experience in implementation of education projects in emergency settings is preferred
- Experience as a teacher or a trainer is preferred
- Experience from protection and advocacy work within Education sector
- Solid experience of managing and implementing Education related responses in both emergency and recovery contexts
- High level of experience in programme management associated to education in emergencies, youth programming and accelerated education
- Strong capacity in leading proposal development
- Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, Unicef, NMFA, Sida, and Norad)
- Advanced understanding and experience from Education monitoring and analysis with ability to devise and adapt tools to context
- Experience from leading education sector assessments and analysis
- Ability to work closely together with other field staff and across sectors

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Grade 9 in the NRC grade structure (see attached)
- Duty station: Goma with up to 50 % travels. Goma is a non-family posting. International staff members are required to live in joint accommodation.
