Job Description
BACKGROUND
IRC has been responding to humanitarian and developmental needs in the Democratic Republic of Congo (DRC) since 1996. Today, the IRC in DRC concentrates its efforts on providing essential and lifesaving assistance to conflict affected populations in the eastern provinces of the country, notably North and South Kivu, Tanganyika and Haut Katanga. Through carefully designed programs, the IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion. Guided by its core principles of capacity-building, participation, partnership, protection and promotion of human rights, as well as holistic programming, the IRC today operates in the following core programming areas: primary health care, including reproductive health, governance and conflict management, women's empowerment and the prevention and mitigation of gender-based violence, child protection and education, and emergency preparedness and response.
THE PROGRAM AND ITS OBJECTIVES
The Rapid Response to Movements of Population (RRMP) program is a program of rapid and multi-sectorial response funded by UNICEF and implemented by NGOs, including IRC. Created in 2004, in response to humanitarian needs of displaced populations in an environment of recurrent displacement, the RRMP program focuses on the eastern provinces in the DRC, which have been the regions most affected by conflicts since the 1990's.
The RRMP program’s two main objectives include:
• Pre-positioning capacities in human, material and financial resources for response at all times;
• Ensuring multi-sectorial humanitarian interventions based on needs analyses.
The RRMP program conducts multi-sectorial assessments in areas recently affected by movements of population (displacement or return) in order to inform the humanitarian communityin DRC about the scale of these movements as well as humanitarian needs. Based on these assessments and in the absence of other stakeholders with rapid response capacities, RRMP partners intervene in the sectors of Non-Food items (NFI), unconditional cash transfers, Water, Sanitation and Health (WASH) as well as education and protection in favor of most affected communities. Being an old partner of RRMP, IRC, in consortium with the Italian NGO AVSI, is currently implementing the 9th phase of RRMP in Tanganyika and Haut-Katanga provinces, with a flexibility to intervene in other provinces throughout DRC, covering all the above-mentioned sectors with a team of over 100 people.
SCOPE OF WORK
The RRMP Senior M&E Manager is responsible for the ongoing monitoring and evaluation of emergency response, building the emergency team’s M&E capacities, documenting lessons learned. He/she ensures that cross-cutting issues such as gender equality or protection are taken into account in all interventions. He/she is based in Kalemie but will spend about 20% of his/her time in the field for supervision purposes.
As part of the RRMP program, the M&E system provides strategic information to:
• Provide necessary elements to demonstrate the effectiveness of the program;
• Ensure rigorous follow-up on the mobilization and effective use of resources (financial, material,human, time) but also of the progress towards achieving indicators;
• Identify and present solutions for challenges encountered during project implementation in a timely manner;
• Ensure capitalization of lessons learned and encourage communication and exchanges between partners and the humanitarian community, as well as enable more effective programming responses;
• Ensure that efforts to improve the program are communicated and extended to beneficiaries and the wider community.
RESPONSIBILITIES
Needs assessment
• Lead the design and improvement process of tools and methodologies for multi-sectoral assessments aimed at identifying needs of populations in emergency situations;
• Lead the design of M&E tools and methodologies for RRMP activities and ensures the necessary transfer of knowledge to allow for the appropriate and adequate application of these tools by its team members;
• Ensure that field missions effectively and correctly apply the aforementioned tools and methodologies in order to adequately assess the humanitarian situation in targeted areas;
• Provide accurate, comprehensive and timely reporting of evaluation results to partner organizations;
• Present results of the multi-sectoral evaluations and of the post-intervention monitoring reports to the humanitarian community (clusters);
• Collaborate with UNICEF and other RRMP partners in Eastern DRC to continuously improve the RRMP approach and methodology.
Monitoring :
• Lead, in close collaboration with the Senior RRMP Coordinator, his deputy, as well as with the sector managers for the RRMP components NFI/Cash, WASH, Health, and Education/Protection, the design of tools and methodologies for the monitoring and evaluation of humanitarian assistance activities;
• Lead, in close collaboration with the Senior RRMP Coordinator, his deputy and sector managers, M&E missions to the field to assess the effective implementation of the RRMP activities (NFI/Cash, WASH, Health, and Education/Protection);
• Ensure that collected M&E data are used to continuously update technical standards and improve the implementation of activities;
• Ensure that all contractual statistical data relating to the project are adequately collected, analyzed and updated;
• Ensure the monitoring of contractual and internal indicators related to the project;
• Participate in the financial monitoring of RRMP activities.
Human Resources :
• Supervise the M&E officers in his/her team, as well as database managers by using IRC performance management tools;
• Ensure that RRMP M&E teams respect the IRC Code of Conduct in their everyday work;
• Ensure that the RRMP M&E organigram reflects the needs of the program, that all positions are filled with the best qualified staff possible, and support launch necessary recruitments;
• Advise and support managers from different sectors (particularly the team that conducts rapid multisector evaluations);
• Support M&E teams in the planning and implementation of M&E missions;
• Identify training needs and training opportunities for the RRMP consortium, and propose trainings according to the budget allocated by the program.
Reporting:
• In close collaboration with the RRMP coordinator, sector managers ensure the timely collection, as well as quality of data inputs, contributing to the finalization of various donor reports as well as rapid multi-sector assessments;
• Work closely with the IRC grants team to ensure quality reporting within the agreed deadlines.
This position is directly supervised by the Senior Emergency Coordinator. He/she will collaborate closely with the managers of different RRMP components (NFI/Cash, WASH, Health, and Education/Protection) and the Grants team.
REQUIREMENTS
• Post Graduate degree, preferably in a relevant field such as monitoring&evaluation, international relations, economics and development studies;
• Demonstrated solid experience in M&E (e.g., data collection and analysis, development of M&E tools) with at least 4 years of experience with an international NGO, preferably in the Great Lakes region or a similar context.
• Fluency in French required, working level skills needed in English;
• Excellent leadership, program and team management, organizational, interpersonal and communication skills;
• Must be able to work independently, as well as supervise a team;
• Ability to live and work in a stressful and unstable environment;
• Ability to multi-task, improvise, be flexible and show cultural sensitivity;
• Previous experience with RRMP or similar funding and/or in the DRC will be an asset.
• Good computer skills (e.g., Excel, Word, Powerpoint, Outlook).
