Help a Child (HaC) is a Christian international NGO specialized in community development with its headquarters in the Netherlands and operating in the Democratic Republic of Congo (DRC) since 2008. Founded in 1968, HaC’s mission is to improve the wellbeing of children living in poverty and crisis through supportive communities. HaC’s Disaster Response strategy is a holistic approach that covers both physical and psychosocial needs. It focusses on the sectors Food Security and Livelihoods (FSL), Protection and Education with Multi-Purpose Cash (MPC) as the preferred modality for life saving support. The focus of HaC’s Disaster Response strategy is on children and youth, with special attention for girls, disabled and pregnant and lactating mothers because of their vulnerability. When possible, the wider family is included, because they are the nurturing environment in which the child functions and is protected. HaC is both self-implementing and working through local partners. Principal sources of income are child & family sponsorship, foundations and institutional donors.
HaC is a member of the Dutch Relief Alliance (DRA), a coalition of Dutch humanitarian NGOs funded by the Dutch Ministry of Foreign Affairs. HaC is currently planning and preparing for the 2019 Joint Response (JR) program with Food Security and Livelihood (FSL) activities in Fizi territory (South Kivu) and in Masisi territory (North Kivu) and Water, Sanitation & Hygiene (WASH) in Uvira territory (South Kivu) and Masisi territory (North Kivu).
Position
The Project Coordinator oversees the implementation of the DRA project and the FSL and WASH activities, ensuring compliance with HaC and donor guidelines and operational quality of the projects according to international standards. The Project Coordinator recognizes new opportunities and contributes to program design and proposal writing.
Duties and Responsibilities
Under direct supervision of the Country Program Director (CPD), the Project Coordinator will have the following responsibilities:
- Coordinate and monitor the DRA JR implementation including all sub-granted partners to ensure timely implementation, proper reporting and spending according to the budget.
- Coordinate and work closely with the project team throughout program planning, design, implementation and monitoring and evaluation.
- Together with the project team, implement FSL and WASH activities in line with the program proposal and donor requirements and ensure timely production and submission of project reports and budget revisions.
- Contribute to the development of new projects in FSL and WASH.
- Liaise with local authorities, partner organizations, donors, NGOs, government bodies and clusters at base level (Fizi territory).
- Ensure project compliance with (international) humanitarian and donor standards.
- Strengthen colleague and partner capacities on HaC Child Safeguarding Policy, and other HaC policies.
- Strengthen colleague and partner capacities on FSL, WASH, Core Humanitarian Standards and Sphere Standards.
- Coordinate with the other technical team (Protection) and support department (Administration and Finance).
- Manage the staff and base office in Baraka and resources for field activities.
- Provide articles, human interest stories and other PR materials about the relief project to HaC.
Requirements
- This position is open to nationals only.
- Minimum of “Licence” in development studies, social sciences, agronomic studies.
- Minimum working experience of at least 5 years in FSL and/or WASH, and project coordination with an INGO.
- Good knowledge of international standards on FSL, WASH, CHS and SPHERE.
- Good team player who displays considerable initiative, independence and the ability to produce creative and pragmatic solutions.
- Strong analytical, problem solving, leadership and interpersonal skills.
- Excellent communication, organizational and time management skills.
- Fluent in French and Swahili (oral and written); good command of English.
- Good knowledge of MS Office (Word, Excel, Outlook).
- Full support of the vision, mission and Christian core values of HaC.
