Trócaire works in partnership with local and church organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire envisages a just and peaceful world where; people’s dignity is ensured and rights are respected; basic needs are met and resources are shared equitably; people have control over their own lives; those in power act for the common good. The DRC Country Programme currently focuses on an integrated programme incorporating resource rights, women’s empowerment & humanitarian response. Protection, participation and resilience are core pillars of the work across all interventions. The programme works with a portfolio of 17 local partner organisations with funding from a range of donors. To strengthen proposal development and donor reporting compliance, Trócaire DRC is seeking to recruit a Grants Support Officer (GSO), to be based in Bunia, DRC.

The GSO will support proposal development and compliance with donor reporting requirements, contributing to quality reporting, continuous learning, programme adaption, innovation and increased visibility of the impact of Trócaire’s work. The GSO will work closely with and report to the Institutional Funding and Kinshasa Representative. The role will collaborate with the Programme Manager, Humanitarian Coordinator, and the Monitoring, Evaluation and Programme Support Officer based in Bunia, and will support programme officers and partners to improve their reporting.

This role will ideally suit candidates with three years’ experience and working to further deepen their understanding of M&E within a field based office. For the candidate with the required experience and passion for the role, Trócaire offers a competitive package of salary and benefits.

Reporting to the Institutional Funding and Kinshasa Representative, this is a fixed term contract of one year renewable and is based in Bunia, DRC with R&R.

Key Duties & Responsibilities

Grant Management & Compliance

· Ensure the programme team in Bunia are fully aware of, and comply with, donor reporting requirements and timelines.

· Manage the reporting schedule ensuring timely and accurate reporting. This will include editing reports and ensuring they are submitted in the correct formats.

· Work with the Institutional Funding Unit in Ireland in the management of existing grants.

· Upload all donor and grant related documents to Trócaire’s internal systems (Agresso, Salesforce etc.)

· Ensure compliance with internal Trócaire and relevant donor standards and procedures.

Report Writing and Proposal Development

· Writing and editing of institutional funding reports to the highest quality before submission to donors in close coordination with the Programme manager, Humanitarian coordinator, Programme Officers, Finance Staff, the Regional Institutional Funding Officer and Partners.

· Support the IF & Kin Rep and programme team in Bunia to identify institutional funding opportunities in line with donor and Trócaire priorities.

· Support the development of institutional funding applications (concept notes and full proposals) in close coordination with donors, programme officers, HQ programme and IF teams, and partners.

· Travel to Kinshasa regularly to work with the IF & Kin rep on IF processes.

Donor representation

· Support the IF & Kin Rep to represent Trócaire’s work to donors in country including at provincial level.

· Participate in field visits with donors and programme teams within programme areas.

· Produce documentation and success stories of current programmes for donors that would be of interest to them/linked to their strategy.

Person Specification – Essential Requirements

(E) Qualification

  • Third level qualification in social sciences, development studies, or related area.

(E) Experience

· Ability to demonstrate at least 3 years’ suitable practical experience in developing in various aspects of institutional funding, such as grant management, donor relations etc.. This could be through a graduate/internship programme or similar immersive experience.

· Experience of proposal and report writing for major international donors including the European Union, UN, Irish Aid, UK donors and trusts and foundations.

· Experience of donor grant management and compliance needs.

(E) Skills

· Outstanding writing skills in both French and English, including proposals & reports.

· Strong commitment to principles of partnership, solidarity and commitment towards poor, vulnerable and excluded sectors of societies.

· Demonstrated knowledge and understanding of humanitarian and development issues, with a particular focus on protection and gender.

· Good networking, communication, negotiation and presentation skills, incl. the ability to establish good relationships.

· Ability to synthesize large amounts of data into different formats (e.g., reports, short summaries, presentations);

  • Excellent spoken and written French and English.

(E) Qualities

· Commitment to Trócaire’s Vision, Mission and Values and an understanding of a partnership approach to development;

· Sympathetic understanding of the Catholic Church’s role in relief and development;

· Ability to work with women and men from diverse backgrounds;

· Demonstrated and active commitment to gender equality and Women’s Empowerment;

· Ability to work to deadlines with accuracy and attention to detail;

· Ability to learn on-the-job, and an interest in learning about the context, issues and strategies of Trócaire’s programming in DRC;

· Willingness to travel frequently in country;

· Able to work irregular hours on an occasional basis;

· Self-motivated with proven ability to take initiative;

· Strong team player who is able to establish solid working relationships with colleagues in country as well as in Head Office.

(E) Knowledge

  • Understanding of programme cycle management including M&E systems and Results Based Management and impact assessment;

· General understanding of development issues and contexts, preferably in the areas of Humanitarian, Sustainable Livelihoods, Resource Rights, SGBV and Women’s Empowerment;

(D) Experience

· Master’s qualification in social sciences, development studies, or related area.

· Experience living and working overseas.

· Experience in Central Africa desirable.

· Familiar of working in post conflict affected areas
