War Child programme in the D.R. Congo
WCH has been working in the DRC since 2003 with its country office based in Bukavu, South Kivu. WCH has two field bases in, Kalehe and Fizi territories, with interventions in three key thematic areas of child protection, psychosocial support, and education being carried out in 26 communities in Walungu, Bukavu, Kalehe and Fizi territories of South Kivu province. The interventions are carried out through a participatory community-based approach that seeks to strengthen existing systems and structures within the communities to (re)create a stable, safe, and supportive environment for children.
Your challenge
Ensure that supporting processes are running effectively and efficiently to enable programme staff and other stakeholders to carry out the War Child Programme. The Operations Support Manager (OSM) sees to transparent and reliable processes and generates management information for the stakeholders. The OSM directly manages 3 national staff members: the Logistic Coordinator, the Finance Officer and the Human Resources Administration Officer. The OSM reports to the Country Director (CD).
Financial Management & Administration
- Supports the CD in maintaining efficient financial control (of cash flows, local payment, etc.), accountability standards, procedures and records;
- Ensures preparation of budgets, financial management and generating of financial management information for stakeholders (CD, Field Location Manager (FLM) and Head Office (HO));
- Ensures the significant and normative role and participation of the support department during the project cycle (design, implementation, reporting);
- Ensures financial management policy and guidelines are followed in all locations;
- Ensures accurate, timely and correct bookkeeping and other financial records and it compilation into monthly financial report for HO;
- Ensure secured money transfers and bank relations.
Logistics and Information & Communication Technology
- Enhances systems and guidelines for the logistics department of the mission on: procurement procedures, store control; equipment, radio & vehicle use and maintenance, fuel tracking, etc.;
- Reviews logistics manual and ensures logistics policy and guidelines are followed in all locations (as a delegated responsibility of the CD);
- Ensures quality control and compliance of the department coordinator for procurement and management of supplies, vehicles, assets, stock, PC’s, server and communication (as a delegated responsibility of the CD);
- Ensures quality of logistical aspects of security management (related to communication systems, vehicles, etc.);
- Ensures timely Management of NGO registration, work permits, visa and insurance issues;
- Responsible for quality and security in the management and maintenance of IT and communications (laptops, printers, telephone and other means related to Information and Communication Technology) and for up-to-date software to enable functioning of ICT-equipment;
Human Resources Management, staff management and capacity building
- Ensures proper HR administration throughout the mission and enhances HR administration tools and guidelines (including salary payments) and updating the HRM manual accordingly;
- Ensures that the National Staff HRM policies (HRM instruments and systems), following the War Child policies, are in place and adhered to;
- Ensures that HR administrative policies and practises are in line with local legislation;
- Advises the CD the national HR/Admin coordinator and FLM on HR administration and policies;
- Reports relevant developments on HR administration and policies in the field to the support department at HO.
- Build capacity of local partners in finance/logistics/HR/admin processes.
- Manages (guides, coaches, coordinates, controls and develops) the finance, logistics (including ICT) and HR support coordinators at the country office and provides technical supervision to support staff in the different field locations.
Profile
- Knowledge of financial administration, logistic procedures (including procurement and maintenance), ICT (computer, network, communication means) and HR-administration;
- Shown experience in a similar position especially logistics, HR and financial administration;
- A minimum of 4years of relevant experience in a management position within an international environment, preferably within a NGO;
- Preferably a minimum of 2 years of field experience in development countries and (post) conflict areas.
- Experience in HR administration and the development of HR policies;
- Experience of working with automated accounting systems, SAGE experience is an added value;
- Experience living and working in complex security contexts;
- Proactive search for and utilize organizational resources;
- Excellent social and communication skills;
- Planning and organizational capabilities;
- Capability to decide in tactical and operational issues;
- Team player and hands-on mentality;
- Result focused and cost-conscious;
- Required: fluency in French and English (verbal and written);
- Capacity to advise and coach executive staff to reach results and quality in their daily management;
- Affinity with War Child Mandate.
