Democratic Republic of the Congo: Consultant WASH TOR - Support to formative research

Oxfam is looking for an expert in behaviour change to conduct formative research for a WASH programme spanning three provinces in eastern DRC.

The SWIFT Consortium aims to deliver sustainable access to safe water and sanitation and encourage the adoption of basic hygiene practices in the Democratic Republic of Congo and Kenya. Led by Oxfam, the consortium includes Tearfund and ODI as Global Members, WSUP as a Global Associate, along with many implementing partners in both countries.

The programme started in 2014 and is currently in a phase of supporting sustainable water, sanitation and hygiene (WASH) outcomes in both DRC and Kenya (this programme is referred to in this ToR as ‘SWIFT 1’). An extension of this contract was awarded to the consortium in 2017. SWIFT is implementing this programme in DRC in three provinces; North Kivu, South Kivu and Maniema. The second programme has an ambition to reach around 700,000 people with water, sanitation and hygiene across the programme life. The terms of the programme; the indicators, verification processes and ambition remains largely unchanged from the first programme, but there is an opportunity to adapt implementation approaches, including to support more sustainable WASH behaviour change outcomes.

Support objectives

The consultant will work to the following objectives

· In French prepare and plan the formative research, through development of focus group methodology, trainings, templates and preparation materials for feedback by SWIFT colleagues. The consultant will liaise with SWIFT partners including ODI for this portion of the assignment. When developing the methodology and subsequent analysis the consultant should identify and use a clear framework for understanding behavior change barriers and motivators. This can be an existing ‘off the shelf’ framework such as RANAS, DBC, IBM-WASH, BCD, FOAM, or the consultant may propose to use an adapted/ simplified framework as appropriate.

· Write up focus group discussion methodology with clear instructions for teams;

· Develop and finalise materials for focus groups discussions (questionnaire and template);

· Develop and finalise training materials for facilitators;

· Prepare a Q&A or aide memoire for staff;

· Provide training of MEAL staff and Supervisor to conduct focus group discussions, including scenarios to increase SWIFT staff capacity to undertake focus group discussions.

· Debrief with MEAL staff and supervisor after each focus group and write up main points for use in analysis.

· Interview staff after each group discussion, helping staff to draw out key learnings and messages.

· Provide written documentation of discussions for SWIFT global and country management representatives in French.

· Work with MEAL staff and supervisor to draw out analysis of barriers and motivations for each behavior.

· Identify the main messages to use in SWIFT 2 behavior change communication activities and tools.

· Prepare initial report using analysis from group discussions with DRC team.

SKILLS AND COMPETENCE:

Essential

Experience in behaviour change studies, methodologies and approaches

◾Experience in research in multicultural environments

◾Excellent written skills

◾Ability to work in French and English

◾Knowledge of DRC

◾Ability to work in DRC without applying for a visa
