  1. CONTEXTAND JUSTIFICATION

UNICEF DRC seeks to further increase its efficiency and effectiveness in delivering on its ambitious agenda of Behaviour and Social change.

In the complex environment of DRC, according to the recommendation Joint Appraisal GAVI in 2016 and in frame of the Polio Eradication at the endgame stage, in specific manner, the C4D Specialist will support the promotion of the demand of vaccination service in support to the EPI Program and in general to optimize Essential Family Practices, enhancement of the demand-side and community-participation. He/she will work with and across sectors and stakeholders within UNICEF and beyond, ensuring that contributions are captured and driven forward, and that the multiple programmes, initiatives and projects are carried out timely and purposefully.

The function is located in the CSD section, Kinshasa office, DR Congo.

The SM reports directly to the Chief of Immunization Unit.

  1. PURPOSE OF THE JOB

Under the supervisor of Chief of Immunization Unit, in close collaboration with CSD section and the C4D chief of section, the incumbent will:

  1. Provide technical guidance to all aspects related to communications for development and advocacy of the EPI programme specifically and Health in general;
  2. Provide support to National and Provincial EPI communication Task force for the elaboration and implementation of EPI Communication Plan including community approach “Child Friendly Community”
  3. Contribute to the M&E of communication activities including design, field testing, compilation, dissemination, etc… of experiences, lessons learned;
  4. Oversee the design, field-testing, scaling up and monitoring of innovative communication strategies
  5. Support the design and implementation of a coherent UNICEF work plan on communication for health promotion targeted at general public and donors;
  6. Support the design and implementation of a coherent UNICEF work plan on promotion of community approaches;
  7. Support the documentation of communication and advocacy work, including web-updating;
  8. Report to the supervisor, interact with the regional office and UNICEF HQ on all aspects of Immunization which includes polio eradication
  9. MAJOR DUTIES AND RESPONSIBILITIES
  10. In collaboration with UNICEF and government programme officers, designs and manages/facilitates the implementation of data based communication strategies and plans of action aiming at: (1) health behaviour change at individual/household levels; (2) social mobilization of civil society organizations; and (3) increased community participation.
  11. Monitors, evaluates and reports on Immunization/Health C4D activities through country specific and globally established reporting / tracking mechanisms. Leads the design, field testing of M&E mechanisms, for C4D data collection and analysis, dissemination, etc… of experiences and lessons learned; Disseminates reports and communication research findings to UNICEF regional offices and HQ, ensures exchanges of experience and new methods to government officials, programme staff and other UNICEF partners
  12. In collaboration with partners, organizes/manages the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery and behaviour change.
  13. Develops partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on Immunization and health goals and to solicit their involvement in the implementation of the country programme.
  14. Develops training materials and activities to build capacity in participatory and behaviour communication at various government levels, in support of Immunization/Health programme sustainability.
  15. Provides technical support to government counterparts / EPI department, in situation analysis, update the EPI communication plan, the development and appropriate use of communication for social development, aimed at both individual behaviour change and collective action.

QUALIFICATION and COMPETENCIES **

  1. Advanced university degree in the Communication, Social Sciences, Sociology, Anthropology, Psychology, Health Education with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
  2. Five years of relevant professional work experience in the planning and management of social development programmes, including two years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes. Experience in EPI communication is an asset.
  3. Fluency in French and English are required.
  4. Knowledge of current developments the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organization and participation.
  5. Training in strategic communication planning, behaviour and social data analysis, formative research and evaluation of communication interventions.
  6. Proven skills in communication, networking, advocacy and negotiations.
  7. Ability to organize and implement training, including development of curricula and methodologies.
  8. Ability to express clearly and concisely ideas and concepts in written and oral form.
  9. Computer skills, including internet navigation, and various office applications.
  10. Good knowledge on public health and epidemiology an asset.
