BACKGROUND INFORMATION
MSF is committed to confronting HIV/TB (Tuberculosis) in its epidemic dimension by seeking innovative operational strategies aiming to empower patients through digital and mobile technologies for years.
MSF’s eHealth Unit facilitates medical care and management of health services by providing efficient digital solutions, which support and inspire field health workers towards effective analysis and operational decision making.
DESCRIPTION OF THE POSITION / MAIN TASKS
The position has 3 main roles: (i) support the teams in their needs regarding electronic health information systems in order to support the operations, (ii) managing the eHealth tools’ services at project level and liaising with HQ eHealth teams when necessary and (iii) knowledge transfer both unstructured and through training materials. In the first 12 months, the position is focused primarily on the Electronic Medical Records (EMR) implementation.
a. eHealth Business Analysis & Project Management
- The eHealth Manager collaborates strongly with the project epidemiologist. By mixing their IT and medical expertize they participate actively in the definition and update of annual project planning of eHealth activities.
- S/he challenges the needs and points out the constraints of eHealth activities. S/he is accountable to prepare and monitor the implementation of eHealth activities in the project.
- (S)he liaises with HQ eHealth Referent with the aim of understanding the solutions available in OCB as well as preparing analyses and implementations. S/he also liaises with any eHealth stakeholders’ spheres of relevance. S/he is also accountable for providing detailed case study reports in order to evaluate the efficiency of eHealth use.
b. Develop & Maintain comprehensive analysis of SIDA Project Health Information System (HIS)
- With support from the eHealth Unit, map and deliver comprehensive landscape analyses & study of SIDA project specific HIS.
c. Implement and adapt eHealth tools according to the project needs
- Work in close collaboration with the Epidemiologist and the Medical Responsible of the project to adapt existing eHealth tools to the project’s needs in terms of data and processes
- Ensure appropriate training of all users of the tools (data encoders and consumers) at time of implementation as well as throughout the tools’ lifetime.
- Manage the training materials for onboarding as well as day to day training.
d. Support and Maintenance
- Focal point for all matters linked to eHealth tools and link to Brussels through the technical referent. This includes filtering and escalating feedback and potential future adaptations of the tools.
- Responsible for the proper use and maintenance of eHealth tools and solutions.
- Organization of first line user support
e. HR commitment with the eventual field eHealth and own line management
- S/he Is responsible for the proper application of HR policies and associated processes in order to ensure both the sizing and the amount of knowledge required for the activities s/he is accountable for.
- S/he is directly under the Field Coordinator for line management and the HQ EMR Project Manager for technical reference & support.
f. Specific Objectives & deliverables
- Continuous support to eHealth objectives on project level
- Networking with relevant internal and external stakeholders
- Comprehensive national Health Information Landscape study and critical analyse & prospect
- Evaluation reports on any eHealth projects. (continuous)
- Transition large amount of data from one data collection system to another
- Helping to design of the new data collection system in terms of data transition
- Guidance and expert advice to management on (data and other) process adaptations for improved data management
- Assisting in data model consensus building with stakeholders
- Project ownership of all tools implemented
- Training plan for all users
SELECTION CRITERIA
We are looking for an enthusiastic candidate, inspired by MSF social mission and values, with significant experience in IT Project Management related to Health Applications.
Education and experience
- Master or Bachelor degree in Medicine, Computer Science, Management or related field.
- Experience as project leader, business analyst and/or data modeler in information systems related projects
- Experience with eHealth, HIS, mHealth projects implementation
- Experience with OpenMRS – especially configuration – is a big asset
- Complementary knowledge in database, software, web development, mobile environment, GIS, UAV’s is an asset
- Proven track record of successfully managed projects would be an asset
- Agile project management experience would be an asset
- Advanced project/program management courses or relevant certification (Prince 2 / PMI) would be an asset
- Experience in international environment would be an asset
- Experience in MSF, other NGO or business operating in similar contexts (HIV/TB), is an advantage.

Conditions
- Contract: 9 months, preferably with longer commitment.
- Salary within the standard MSF-OCB salary grid. Transport, accommodation, vaccination are provided by MSF in the field. Per diem + medical insurance.
Date of entry into service: as soon as possible.
