The State University of New York’s Center for International Development (SUNY/CID) is one of the preeminent leaders in the field of democracy and governance (D/G) with more than 25 years of experience managing more than $300 million dollars in donor-funded projects.
SUNY/CID is a seeking a Deputy Chief of Party (DCOP) for the forthcoming USAID-funded Integrated Governance Activity in the Democratic Republic of the Congo. It is anticipated that the project will focus on strengthening key governance institutions in order to improve the delivery of health, education, and economic growth services at the community level and to strengthen the social contract between citizens and government in the DRC. Successful candidates will have demonstrated expertise working with decentralization, public financial management, local governance and regional or national level institutions in developing countries.
Qualifications:
· Ten years of experience in donor-funded project management in post-conflict or fragile states. Experience in the DRC highly desirable.
· Five years of management experience, either as Chief of Party, Deputy Chief of Party, or comparable role.
· Master’s degree in field relevant to activity objectives or Bachelor’s degree and fifteen years of experience in donor-funded project management.
· Experience in one or more of the following areas is strongly preferred: Supporting implementation of decentralization, public financial management, institutional capacity building of government and non-government actors, relationship building and negotiation with host government representatives, integrating governance and sector-focused (health, education, agriculture) activities.
· Demonstrated leadership and management skills.
· Strong interpersonal, written and oral communication skills
· Fluency in French and English
