Democratic Republic of the Congo: Programme Support Officer(volunteer) - Logistics - CAR

About the role: This is a 9 month, new volunteer role with unaccompanied terms based in Goma, North Kivu with an allowance of €9,556 (pro rata)

You will report to the Systems Director and we would like you to start asap.

Your purpose: You will be responsible for the provision of logistics support to Concern’s emergency and development programmes in DRC, in particular focusing on the implementation of systems and strengthening staff capacity.

You will be asked to support in the following areas:

Supply Management/Procurement

  • Support the management and tracking of project orders and monitor weekly Supplies Request tracking sheets.

  • Support cost effective management and execution of procurement in line with Concern’s policies and procedures.

  • Support programme teams in the development of procurement plans.

  • Complete and maintain required documentation for procurement of supplies.

  • Check with the Systems Director the availability of budget for purchases of costly materials.

  • Organize, plan and prioritise project supply needs.

  • Brief all staff on the supply chain system and the constraints related to it.

  • Assist the logistics staff in developing framework contracts.

Warehouse Management

  • Support effective warehouse management in accordance with the Concern guidelines.

  • Support efficient stock management and availability of relevant supply management data and stock records.

  • Support the security of stock through the implementation of effective controls.

  • Submit timely and accurate stock reports.

  • Strengthen staff capacity and warehouse management processes; Investigate all stock discrepancies and provide a report of the procedure and findings.

Emergency response

  • Ensuring the project is logistically prepared to support the emergency interventions.

  • Preparing distribution activity plans in conjunction with the programme departments.

  • Support the dispatch and receipt of commodities on a timely basis as requested.

Communications

  • Support regular maintenance of communication equipment in liaison with the Systems Director.

  • Staff training on use of communication equipment and communication protocols.

Reporting

• Monthly logistical report according to logistical reporting format to the Systems Director and Logistics Coordinator.

Transport

• Ensure a robust vehicle maintenance system is in place and that maintenance works conducted are property documented.

• Review monthly transport reports and monitor fuel consumption.

• Monitor the maintenance conducted on Concern vehicles by external service providers.

Capacity building

• Travel to field locations to conduct Systems trainings e.g. on logistics, procurement, transport etc.

• With the assistance of the Systems director, develop and roll out reporting tools and templates.

First Aid

• Liaise with the Systems Director in ensuring that every vehicle used by Concern staff has an appropriate first aid kit.

• Liaise with the Systems Director in sourcing and scheduling basic first aid course/refresher courses for drivers.

Your skills and experience will include:

Essential:

  • Fluent in French, both verbal and written and a good command of English

  • Security awareness

  • Technical skills in two or more of the following fields: vehicle mechanics, energy and electricity, ICT, supply management, VHF/HF communications, construction, distributions, procurement and tenders.

  • Previous work experience in Africa

  • Ability to organize and prioritize workload, and using own initiative when required

    We would also like:

  • Experience with logistics and supply chain management emergency operations

  • Experience working in humanitarian field with an NGO

  • Ability to act as part of a multi-cultural and multi-disciplinary team

  • Ability to cope with stress and to work under pressure

  • Flexibility, adaptability, good sense of humour, and patience

  • Ability to work on own initiative and as part of a team.

  • Willing to live in basic living conditions

  • The ability to respond positively and constructively to a rapidly changing operational environment
