Project Summary: The Monitoring and Evaluation Coordination Contract (MECC) is a five-year project to support USAID and DFID in multiple sectors in DRC. MECC has offices in Kinshasa, Bukavu, and Lubumbashi. MSI is a subcontractor to International Business and Technical Consultants Inc. (IBTCI) on MECC.

Position Summary: MSI seeks an M&E Specialist to support a wide range of evaluation activities under MECC Component 2, which focuses on the education sector. The M&E Specialist will be based in Kinshasa, with some travel to Bukavu and Lubumbashi. The M&E Specialist will report to the Deputy Chief of Party/Education Specialist (DCOP/Education) in Kinshasa.
Period of Performance: The period of performance will be from December 12, 2016 – December 2020. MSI will issue a yearly contract per each completed year.
Responsibilities:
- Work closely with the DCOP/Education to provide advice and guidance on all M&E-related elements of MECC, including the annual work plan, M&E plans, and the research working group.
- Develop and oversee M&E plans and systems for the $180M USAID- and DFID-funded ACCELERE! education program.
- Ensure consistency in definitions and tracking systems used by ACCELERE! and its implementing partners for standard USAID and DFID indicators.
- Review the strength of data collection and tracking systems by implementers and make recommendations for improved data validity and reliability.
- Work closely with the DCOP/Education and the Lubumbashi-based M&E Specialist to collect accurate and timely data for the performance evaluation of ACCELERE!
- Conceptualize, design, and conduct training in M&E systems, skills, and practices for ACCELERE! and its implementing partners.
- Oversee the design, quality, development and completion of all M&E and assessment activities.
- Support any other tasks required by the leadership of the project.
Qualifications:
- Master's or higher university degree in education, public policy, statistics or relevant field.
- Experience in performance monitoring, i.e., indicator development, data collection, and reporting.
- Experience participating on evaluations teams for performance evaluations.
- Familiarity with USAID policies related to education M&E, and performance management.
- Knowledge of best practices regarding gender integration in program design and evaluation.
- Fluent French required and good written and oral communication skills in English.
