Chemonics seeks a chief of party for an anticipated USAID-funded health project. This seven-year, $300 to 500 million project aims to strengthen the capacity of Congolese institutions and communities to deliver high-quality, integrated health services to sustainably improve the health status of Congolese citizens. Key program performance objectives are:
- Strengthened health governance, leadership, and systems at provincial and health zone levels to increase delivery of high-quality health services
- Increased access to high-quality, integrated health services in target health zones
- Improved uptake and sustained application of key healthy behaviors and integrated community-based and facility-based health services in targeted health zones
We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide overall project leadership, management, and technical direction, while ensuring compliance with USAID requirements, U.S. government regulations, and Chemonics policies and procedures
- Liaise with USAID, the Congolese government, civil society organizations, and other local partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements
- Facilitate processes that bring multiple stakeholders together on complex policy issues, and stimulate collective action on identified areas of concern
- Identify issues and risks related to project implementation in a timely manner, and suggest appropriate project adjustments
- Manage and supervise project staff, subcontractors, and grantees, focusing on core results, achievement of work plans and targets, and timely implementation
Qualifications:
- Master's degree preferred
- At least 7 years of experience in international development operations and/or field experience in sub-Saharan Africa, preferably in the Democratic Republic of the Congo
- Demonstrated understanding of U.S. government rules and regulations related to international development programs
- Extensive experience providing project support to multiple offices and locations, and supervising large teams
- Experience working in post-conflict and/or fragile environments
- Familiarity with implementing public health programming preferred
- Demonstrable managerial and organizational skills, particularly with budget management, operational risk mitigation, and regulation compliance
- Fluent speaking and writing skills in English and French
