RTI is currently seeking qualified candidates for a Financial Services Specialist position on an anticipated USAID-funded Feed the Future Democratic Republic of Congo Kivu Value Chain Activity. The goal of the activity is to increase household incomes and access to nutrient rich crops by linking small holder farmers to strengthened and inclusive value chains and supportive market services. USAID anticipates a five year period of performance with a total estimated cost range of $22-24 million. The Financial Services Specialist will provide technical assistance to financial institutions benefitting from the USAID-funded Development Credit Authority loan guarantee program operating in the Kivu VC-supported geographic region. This position will be located in Bukavu, South Kivu, DRC. Responsibilities:
• Work in collaboration with the Chief of Party and other project staff to build the capacity of local financial institutions, with the end goal of increasing financial inclusion and lending to micro, small, and medium enterprises in agricultural value chains • Develop curriculum, design workshops, and/or provide training to local project and financial institution staff; • Develop new financial products and/or offerings to benefit project participants (eg. farmer cooperatives, agricultural input suppliers); • Assist in the development of activities to build financial literacy and creditworthiness of value chain actors • Assistant in the development of business and investment plans; • Provide technical assistance in the development and implementation of bank policies, recordkeeping, and lending procedures.
Minimum Qualifications:
• Bachelor’s degree required; Master’s-level degree in business, finance, agricultural economics or economics preferred. • Minimum 6 years’ experience Prior experience working in DRC (DRC residence preferred) • Demonstrated technical expertise in capacity building or consulting for financial institutions in Francophone Africa • Experience in microcredit/microfinance • Knowledge of USAID Development Credit Authority (DCA) requirements • Experience in agricultural finance preferred • Reputation for professional excellence (as evidenced by references and achievements). • Strong written communication and effective cross-cultural interpersonal skills. • Experience working on international donor-funded development projects preferred. • Language Ability: Oral and written fluency in French and English required.
