Final Evaluation of the project “Resilient Agriculture for Improved Nutrition”
- Background
People in Need (PIN) is a Czech NGO with headquarters in Prague, Czech Republic. PIN has been working in South Sudan since 2012, assisting the most vulnerable groups in Central Equatoria and Northern Bahr el Gazal States in improving the productivity and diversity of their agricultural production, as well as strengthening the service delivery capacity of the health sector.
On September 11, 2014, People in Need South Sudan began implementation of the EC-funded project Resilient Agriculture for Improved Nutrition (RAIN). The intervention has been part of the EC’s Food Security Thematic Program (FSTP) initiative launched in various states across South Sudan in order to address the needs of the most vulnerable populations. The project’s areas comprise the Aweil West and North counties in the country’s Lol state (formerly Northern Bahr el-Ghazal) and all activities are being coordinated by PIN’s field office in Nyamlell.
The RAIN project engages the private sector, grassroots groups and relevant authorities in strengthening the resilience and nutrition security of 5,580 vulnerable households in Northern Bahr el Ghazal State of South Sudan. The project works closely with the State Ministry of Agriculture and Forestry (SMoAF) and State Ministry of Animal Resources and Fisheries (SMoARF) to enhance the quality of extension services through capacity building of and material support to the county-based Agricultural Extension Workers and Community Animal Health Workers. Furthermore, RAIN supports a group of 8 agricultural and veterinary dealers in an effort to boost the provision of essential supplies while increasing demand among the farming and pastoralist communities targeted by the project. Through the concept of Farmer Field Schools, PIN has introduced the idea of community-managed vegetable gardens complemented by the Infant and Young Child Feeding (IYCF) and WASH components as part of PIN’s Integrated Programming for Improved Nutrition. The project has also worked with local communities on improving the productivity of staple crops by introducing animal traction, and provided additional resources for building of simple anti-flooding systems on the Cash for Assets basis during the lean season.
Overall objective of the action is to strengthen resilience, food and nutrition security of 6,040 vulnerable, hosting and returnees households (incl. 32,070 women, youth and children) living in conflict affected areas of Northern Bahr el Ghazal State, South Sudan.
Specific objective of the action is to improve food production, utilization and marketing capacity poor, livestock and crop-producing households achieved through more effective performance of agricultural service and input providers.
The project has 4 expected results:
Result 1: State and County officials, CAHWs, agricultural extension workers and private sellers have sufficient capacity to effectively respond to the needs of at least 5,600 (agro)pastoral households (incl. 29,700 women, youth & children).
Result 2: 1,000 poor households have the means required for improving the resilience, productivity, diversity, processing and marketing of their crop and livestock-based food production, especially during the lean period.
Result 3: 1,000 households with women of reproductive age and children under 2 have improved their hygiene and nutritional practices and reduced the risk of nutrient malabsorption.
Result 4: At least 500 poorest households have prevented a deterioration of their food intake and created community assets for strengthening longer-term food security.

To evaluate whether the project achieved the expected results as specified below with regard to relevancy, effectiveness, efficiency, impact and sustainability
To draw lessons and recommendations that will enhance future programming of PIN and its partners in Food security, Nutrition, Agriculture and Resilience sectors.
Scope
The evaluation will assess all components of the project in all 12 payams and judge their performance based on the above-mentioned criteria.
The evaluation study will look at the entire period of the implementation of the project from September 2014 to November 2016.
